Minimum Qualifications

  • Five years of professional experience in the following computer related areas:
    • Network, server, storage, and systems management
    • Telecommunications
    • IT customer support and training
    • Computer installation, diagnosis and repair
    • Technical writing
    • Computer security
    • Knowledge management
    • Database administration, design and management 
    • Internet/intranet development, design, and maintenance
    • Information technology project management
    • Design and development of geographic information systems or computer aided drafting applications;
    • Computer programming
    • Business/systems analysis
    • Program design
    • Program testing

OR

  • A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience in the areas above.

OR

  • A bachelor's or higher level degree in any field and three years of experience in the areas above.

OR

  • An associate degree with 15 semester credit hours in a computer science field and four years of experience in the areas above.

  • You have one year of permanent competitive service in an approved civil service title and qualify for a 70.1, 52.6, or 70.4 transfer. Visit the Career Mobility website to determine if you're eligible. 
    • Transfers must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade. Depending on qualifications, you may be required to serve a 1 or 2-year traineeship that leads to the full level position.

Duties 

  • Communicate with supervisor and report progress and issues in a timely manner.
  • Analyze functional requirements and develop technical requirements and specifications.
  • Assist with determining the best approach for implementing customizations.
  • Collaborate with Chief Information Office (CIO) business teams to gather and refine business requirements for ServiceNow applications and service requests.
  • Investigate ways to apply ServiceNow technology as a solution to business problems, providing associated benefits and risks of the approach.
  • Perform ServiceNow testing, capturing issues and providing prompt feedback to developers.
  • Ensure test plans and test conditions are created and verify all conditions have been successfully tested.
  • Conduct technical walkthroughs and reviews of applications and service requests.
  • Provide direction with implementing new features, resolving technical issues.
  • Identify customer needs and prepare requirements documents for use by ServiceNow developers.
  • Prepare and maintain Knowledge Articles regarding ServiceNow applications, service requests, and updates.
  • Create and maintain user guides and job aids.
  • Develop training plans that will enhance the team’s ability to deliver solutions.
  • Prepare workflow diagrams, as needed.
  • Maintain weekly release notes to ensure all stakeholders are kept informed and updated about releases, updates, and patches.
  • Provide oversight and direction to direct reports and/or junior team members in accordance with the organization's policies and procedures.
  • Provide guidance and empower employees to take responsibility for their jobs and goals.
  • Delegate responsibility, tasks and issue resolution and expect accountability and regular feedback.
  • Address insufficient employee performance through counseling and seek disciplinary actions where appropriate.
  • Manage employee work including assignments, telecommuting, and time off requests.
  • Mentor staff in specific skills needed for current job as well as provide opportunities in developing skills needed for promotional opportunity.

Desired Competencies

  • Demonstrated experience with Business Analysis (1 year to 2 years).
  • Demonstrated experience with IT Infrastructure Library (ITIL) / IT Service Management (ITSM).
  • Demonstrated experience preparing technical communication, such as service notifications and customer notifications.
  • Demonstrated experience with creating Visio diagrams.
  • Exceptional customer service skills.
  • Ability to work collaboratively in a dynamic team environment.
  • Analytical thinker with excellent troubleshooting and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Demonstrated ability to interact with technical and business staff.

Additional Comments

Telecommuting

The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
